MANILA — On the sixth week of the impeachment trial of Vice President Sara Duterte, the prosecution presented two witnesses from the Commission on Audit: Roderick Wamil and Xylene Mae del Campo.


Who is Roderick Wamil?

 Wamil, 34, currently serves as an audit team leader at COA-Pasay City. He has been with the commission for more than 11 years, having joined in 2014.

He earned his Bachelor of Science in Accountancy from Central Luzon State University and his Juris Doctor degree from Arellano University.

Before assuming his current post, Wamil served as a state auditor under the COA-Intelligence and Confidential Funds Audit Office (COA-ICFAO).

His testimony focused on his experience auditing confidential fund disbursements, a key part of the prosecution's effort to establish alleged irregularities under Article I, which accuses Duterte of misuse and misappropriation of confidential funds.

Wamil audited the Office of the Vice President's (OVP) liquidation of confidential funds for the fourth quarter of 2022 and the first, second, and third quarters of 2023.

He also audited the Department of Education’s confidential funds during the first three quarters of 2023, when Duterte concurrently served as Education secretary. In February 2024, Wamil was reassigned to another office within the COA.

 

Who is Xylene Mae del Campo?

 Following Wamil’s testimony, the prosecution presented its second COA witness, Xylene Mae del Campo.

Del Campo, 36, is as a state auditor at the COA-ICFAO, succeeding Wamil in the position. 

She took over the audits of the OVP and DepEd confidential funds after Wamil’s transfer in February 2024.

"Siya po ang nagtuloy ng inumpisahan ni Mr. Wamil na evaluation ng confidential funds," prosecution private counsel Lorna Kapunan said on Wednesday, August 6.

Suspension notice presumes confidential funds used for personal benefit: COA auditor

Del Campo earned her Bachelor of Science in Accountancy from Saint Louis University. She has been with the COA for 12 years, having started as a state auditor in August 2014.

She was the state auditor who evaluated the response of the OVP to the first COA notice of suspension in December 2023 in relation to its confidential funds for December 2022.

She is scheduled to again take the witness stand next week, on Monday, August 10.
