MANILA -- Pasig City Mayor Vico Sotto described the Sumbong sa Pangulo website as a good starting point to identify flood control projects within his jurisdiction.
This, as Sotto's office took steps to find out who ever should be held accountable for unfinished projects in his area.
Nonetheless, the Pasig City mayor said in a Facebook post that they need additional information to aid their investigation, and are set to file an FOI request with the Department of Public Works and Highways (DPWH) to secure pertinent documents.
‘Sumbong sa Pangulo’ website receives over 1,000 reports on flood control projects
"A good start, but we need some more info," Sotto said on Sunday. "Thanks to the new SumbongSaPangulo.ph website, we finally have a complete(?) list of DPWH flood control projects within our city. Some are minor like drainages, but there are some big ones. The implementing office also varies-- some are district, the bigger ones seem to be more UPMO (Unified Project Management Office)."
Sotto said they need access to the program of works (POW) and Bill of Quantities (BOQ) which will indicate the exact details per project. He added that the Detailed Unit Price Analysis (DUPA) and bidding documents "may also be worth looking at."
"Hindi rin ganun kalinaw sa website data kung sino ang implementing office ng bawat project (DPWH first MM district? DPWH UPMO?)" he said.
Sotto said they will file a formal request with the DPWH this week to furnish them copies of the documents.
"With these documents, the LGU will help the national government investigate within its jurisdiction. We'll also engage civil society organizations, especially for long-term monitoring," he said.
Broadcasters deny Vico Sotto claim they were paid 'P10M' to interview Discayas
The Sumbong sa Pangulo website was launched two weeks after President Ferdinand Marcos Jr. swore to investigate substandard flood control projects at his fourth State of the Nation Address on July 28, 2025.
The website lists 9,855 flood control projects which can be searched by location, type of structure, and the fiscal year it was approved.
It also features a report function where users can send videos, pictures or messages concerning the projects in their areas.
