In a text message to ABS-CBN News, DICT Usec. Jeffrey Dy said "Upon orders of Sec Ivan John Uy, the DICT-NCERT already extended our offer to assist EDU.ph registrar “PHNET” to help them recover from the Distributed Denial of Service attack."
