Elijah San Fernando has filed six bills at the House to address labor issues, including one that would impose stiffer penalties on employers who fail to remit contributions to the Social Security System and other mandated benefits
San Fernando said unremitted contributions are a "top one concern" for workers since they cannot access social services if they lack a minimum number of monthly contributions.
He said the current penalties are too light to ensure compliance.
The other bills seek to prohibit deceptive recruitment practices like "very vague" job advertisements that do not indicate vacant positions or salary ranges, and require employees to have contracts and to issue pay slips.
Other proposals seek to institutionalize mandatory labor rights orientations at workplaces, and to extend prescriptive periods for money claims and unfair labor practice cases under the Labor Code.

San Fernando said the proposals are simple ones that also serve as a challenge to the administration.
He said that if the administration cannot pass these into law, it would send a clear message that workers are not a priority.
“Ibig sabihin even the simplest, ‘yung pinakasimple na mga problema ng mga manggagawa, walang pakialam ang gobyerno,” San Fernando told media on Tuesday after filing five of the bills.
(It would mean the government doesn't care about even the simplest problems that workers face.)
San Fernando also called on House leadership to prioritize the measures, adding the proposals are easy for employers and employees to agree on.
“Tingin ko hindi ito mabigat para sa bahagi ng mga employer kasi napaka-basic,” he said of the bills, which he said were prompted by numerous complaints from workers.
(I don't think these will be a burden to employers because they are so basic.)
